Background
 
In February, President Barack Obama signed the American Recovery and Reinvestment Act (ARRA). As part of the ARRA, the North Carolina State Department of Environment and Natural Resources Division of Air Quality was granted $1.73 Million to be used to reduce emissions from diesel engines. With these funds, the Division of Air Quality has set aside $517,500 to provide rebates for Auxiliary Power Unit or Heavy-Duty Diesel replacements for long haul trucks.
 

Purpose
 
The purpose of the APU and Heavy-Duty Truck Rebate program is to reduce emissions from excessive idling and to help incentivize the purchase of cleaner heavy-duty trucks with 2010 EPA Certified diesel engines.
 

What is Eligible for Rebates?
 
The purchase and installation of an Auxiliary Power Unit (APU) on a sleeper berth truck owned by a North Carolina resident is eligible for a rebate of up to $2,500. The purchase of a new heavy duty truck with a 2010 EPA Certified diesel engine registered in North Carolina will receive a rebate of $5,000 per truck. Companies are allowed up to three APU rebates and two truck rebates. Rebates will be available for APUs purchased after January 1, 2009 on devices purchased and installed in North Carolina.
 

How Long Will the Rebate Program Be Available?
 
Rebates will be given until available funds are expended or September 30, 2010, whichever comes first. Funds may be shifted from one rebate program to the other based on interest in the two programs. If two complete and verified applications are received at the same time, the final rebate will be given to the applicant having installed the APU or purchased the eligible truck at the earliest date.
 

How to Apply
 
Download, complete, and mail the appropriate application to Heather J. Hildebrandt of the Division of Air Quality. Incomplete packages (missing required copies of invoices or photographic evidence, etc) will not be considered. It is the responsibility of the applicant to ensure that all required information is included in the rebate application. Please allow 6-8 weeks to process all rebate applications.
